English Local Authorities Intend to Sell Off Social Clubs and Sports Centres to Manage Finances

According to a latest survey of municipal councils, English councils are planning to sell social clubs, athletic facilities, and shopping arcades as they rely on a fire sale of properties to balance the books.

Increasing Fiscal Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in the UK stated that 60% of local authorities are intending to dispose of properties to meet the escalating costs of adult and children’s social care.

Councils have previously come under fire for disposing of playing fields and land to support their finances, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

The group noted that a significant number of authorities seeking to raise money from a fire sale of assets represented “a clear change from 2024, when the majority (60%) of municipal officials stated they would prioritise restructuring services and utilising financial reserves to weather growing financial challenges.”

Specific Examples of Proposed Disposals

Medway Council in Kent announced its property management strategy featured the disposal of a shopping centre in Rainham and a social club in another town to raise £20m over the next half-decade.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be disposed of under the strategy.

Council Tax Rises and Wider Fiscal Pressures

The survey of local authorities in the key cities group, which includes several urban centers, further found that more than 70% of authorities will have to raise council taxes next April to cover the growing cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

Medway council explained it will proceed with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but certain measures require time to deliver both better provisions and financial savings,” said Vince Maple.

He continued: “There are demographic pressures which will persist to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

National Patterns and Projections

Research of regional authorities recently also found local finances being strained by the growing number of children and older individuals requiring Send support.

A network of councils said that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they grapple to cope with rising needs.

Ministers have put off scheduled changes to the Send system until the coming year after a white paper setting out those reforms has been postponed.

Disadvantage and Funding Shortfalls

Based on the latest indices of deprivation (IMD) for UK local authorities, several participating urban areas were among the most disadvantaged in the country.

  • “Member cities like several major towns place in the top 30 across the country under the 2025 IMD measures,” said the report.

“Although only a single urban area is among the ten most deprived for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The figures underscores the extent of difficulties facing local leaders across key cities in the next twelve months,” the analysis added.

“Council officials have been clear about the need for a fair and sustainable funding system that reflects and responds to the actual extent of disadvantage and demand,” said a council leader.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the detriment of their communities.”

One in five of local authorities have cut or compromised social care provision in the last year, the survey found.
