England's Head Coach Thomas Tuchel stated that he holds "no issue" with Jack Grealish after the trio were omitted the Three Lions squad for upcoming matches against Wales and Latvia.
The midfielder has not been recalled even after recovering from a shoulder issue, while the Manchester City and Everton players also miss out although showing a return to form with their clubs.
The German manager revealed that Bellingham desired to be part of the selection, after a conversation with him via telephone.
"Bellingham is a special player, and for special players there can often be special rules," Tuchel said about Bellingham, who has made just one start since returning to fitness.
"However we decided to stick with the straightforward choice of inviting the identical squad.
"Bellingham consistently merits to be here. There is the factor that he has not fully regained his full rhythm again at Real Madrid - he has not finished a full match.
"He expressed a desire to be selected. We conducted a phone call."
The England boss was keen to emphasize his good rapport with Bellingham following he apologized to him previously for calling his on-pitch behavior as "repulsive" in a live interview.
The German explained that he uttered those terms "unintentionally" and promised to be more careful in future.
When asked if he had a problem with the player, he said: "No. There is no issue either with Phil Foden or Jack Grealish.
"Phil is back to influencing and deciding games for Manchester City. Jack is very close to being back to the best version of himself.
"There exists no personal issue."
Bukayo Saka replacing the hurt Noni Madueke is the sole alteration to last month's team, with Loftus-Cheek and Jarell Quansah retaining their places after being late additions last month due to injury.
England play Wales in a friendly at Wembley Stadium on Thursday before a qualifying match in Riga on October 14.
Should England triumph in Latvia, they will require a up to two more points from their remaining two qualifiers - against Serbia and Albania in November - to earn a spot in next summer's tournament in Canada, Mexico, and the United States.
Impressive Display By the Manager
England produced their best display by some distance under Tuchel's leadership when they defeated the Serbian team 5-0 on the road in Belgrade last time out.
Tuchel says that showing meant it an straightforward choice to stick with largely the same squad, though "there exist absolutely no guarantees" for any player regarding selection.
"The last camp was only three and a half weeks ago and the cohesion and spirit was on the highest level. That is why we decided to call up the same group to this camp," he said.
"Foden is in a very good moment. Adam Wharton deserves to be with us. Jones and Chalobah are getting minutes with their clubs.
"We have players who deserve to be here. Cole Palmer is injured and is a special player. It will always be the case.
"Are we a better team with Jude? Absolutely. But I mentioned before, what do we do if Jude is injured before the tournament? Do we just cancel?"
The Manager's Media Briefing Draws Attention
The England manager once more gave a box office press briefing.
Tuchel, a master of managing his interactions with the media, began with an opening statement to explain his thinking for his decisions.
The midfielder is fit and available and wanted to come to the squad, but Tuchel has said he did not want to change the team too much after a impressive 5-0 win over Serbia - where the manager said unity was at an all-time high.
But with him not selecting the star, and his frequent comments about team spirit, it is hard not to connect the two - although Tuchel insisted multiple times how Bellingham is "exceptional" and that there is "no problem" between him and one of the national team's star players.
The England manager has consistently made it evident that he wanted to make the England squad seem like a club side and, by retaining the same squad after a statement win, he has done that. But the questions will arise once more in the following session if the team perform strongly in these next two matches.
